Used to be nice but now its a ghetto nightmare

My 86 year old father shares a 2 bedroom apartment with a personal nurse due to his being disabled and restricted to a wheel chair.
While I am not a resident, I live near by and spend a large amount of time there to help handle things for my Father's needs. At first the staff was wonderful, professional and generally handled any issues that would arise. The apartment and grounds were well maintained etc.
This past year I guess the staff has changed and he has been treated so poorly that I almost question the legality of it.
A few examples of why I am so disgusted by this place...
- The upstairs apartment had a severe leak leaving massive water damage to the living room ceiling in my Father's apartment. This happened several months ago and they have yet to repair the damage. Not only does the ceiling look ugly but it was obviously weakened by the damage caused to it.
- The kitchen doors have fallen off the hinges.
- The heater closet door in the hallway will not close.
- The people who live upstairs have two very large dogs that are frequently unattended and run around at 4am causing a massive disturbance.
- A $61. rent late fee was charged when my Father was in the hospital for a week on emergency for heart problems. They would not wave this fee even with proof of the hospitalization.
- Rent was recently raised without notification and without handling any of the requested repairs on the apartment.
Overall the place is falling apart and the management could care less. We have even hired contractors to help with minor repairs on the apartment since the management has done nothing. We are currently seeking other options on affordable 2 bedroom apartments.
Unless you are totally desperate seek another place to live.

Try Greens at Shawnee - Highway 7 and Shawnee Mission Parkway. Much better facility and very probably less expensive.

To give an update....
My father's apartment has been experiencing problems with huge leaks coming from the pipes from the lower level apartment. They have removed the water with use of machines, but not well enough to prevent massive amount of MOLD from accumulating which is now growing out of the sides of the carpet along the sides of the walls in his bedroom.
In order to release my father from his lease the apartment management has requested that they receive letters from myself (his daughter), his live in nurse, and his doctor basically stating the health risk that the mold could cause.
Can you imagine? Why should anyone have to write a letter to state the obvious health risk that MOLD growing in an apartment could cause for an 86 year old man.
From what I am told from his nurses it is not just my dad's apartment that has this problem but others as well. What is going on in this place greatly saddens me and if it would not for the fact that it would cause more problems for my father I would contact the news papers vs simply posting here. This place should be investigated in my humble opinion.
