Nice apartment. OK property. Grumpy staff. Horrible tenants.

I was never impressed with the staff when I signed the lease. The first visit was about thirty minutes before the office closed and she refused to see me. The next visit the same woman was clearly "just doing her job" but clearly wasn't extending a warm welcome or thanks for choosing their complex. But my take on it is, "it's just Wichita---I'm used to it."
I was rather impressed when I moved in. The new apartment had new plush carpet that didn't appear cheap, nicely redone walls, and a new overhead microwave oven. It honestly smelt like a newly-constructed home. The range and dishwasher were clearly dated, but the range performed just fine. I had endless issues with the dishwasher, which is detailed below.
Within a month I clearly observed that there were many young adults and couples living there who, in my humble opinion, were rather immature that looked for trouble and couldn't simply mind their business. I disliked the neighbors more than anything else. Everybody else could be noisy, but God forbid I use my vacuum cleaner, used surround sound while watching a movie, have my rowdy nieces and nephews over, etc... But my former downstairs neighbors could blare tasteless rap and heavy metal music every morning. I worked 2nd shift. And they knew it. And the bachelor south of me left his side of the our shared balcony questionably trashy, and his cigarette butts, beer cans and other trash always accumulated by my front door on days when there was a prevailing south wind. I made numerous complaints (to him at first, then the office later) but apparently nothing was done other than the problem got worse after the complaints, as if it was in spite. I know the office staff aren't babysitters, but I know they could have at least helped out some given this guy's actions were indeed making the property look trashy.
Also, tenants would carelessly zoom in and out of the parking. Tenants often parked carelessly, awfully crooked and occupying two spots. There were many times where I would carefully back out of a space and some idiot would blindly zoom around a corner but have the tenacity to honk and cuss me out' There wasn't assigned parking, but some tenants assumed there was, and neighbors would get in altercations over it. Grow up...
As far as maintenance, usually if anything trivial or simple happened, I fixed it myself. I had numerous problems with the dishwasher. The motor often froze up, and when it did run, it cleaned very poorly and often leaked from the bottom front. They refused to replace it even after five requests. They told me to use it more often, use less detergent, etc. I would have even purchased my own dishwasher, but they wouldn't allow it. For as slowly as I filled it up, I just stopped using it.
On the flipside, I had an air conditioner problem last summer. It's kinda funny: When I called, the lady made a big deal that they couldn't do anything unless the interior of my apartment rose above 90 , but I think she was over-exaggerating a policy that she didn't quite understand. However, it was fixed that afternoon and fixed properly, and the man who repaired it followed up with me what they replaced (a relay). He was nicer than the office clerk who took my request.
I left the complex because I landed another job clear on the west side and I didn't want to commute. That conveniently happened near the end of my lease. Checking out was no hassle. They didn't try to fudge on things. In fact, the girl deemed a couple of things in better condition then when I checked in. (')
I mean, despite the overwhelming problems from tenants, it was quite a decent place to live, so that's why I can recommend it. I evidently I clashed with others living in the same building. If you're a young adult just out of college and just trying to make it, this is your place. It is no dump by any means. Traffic from highway 96 was hardly audible. I won't miss that screwy intersection at 33rd and Rock.
