Too much noise and cheaply built considering the rent

I have lived here now for two years and will likely will be moving when my lease expires in the next few months. I only renewed after the first year because they offered a free month of rent. There are some positives but the negatives outweigh them.
Positives:
Pet friendly...
Free internet service...Sounds silly but hey, it saves me $40 a month. When I first moved here, they had to change providers but the service has been very reliable since.
Location...Honestly, the best thing this place has going for it. Several resturaunts (fast food mostly), two grocery stores, liquor stores, video stores and dry cleaners within a minute or two by car. It's also about 5 or 6 minutes from the interstate, a nice mall and family resturaunts (cracker barrel, applebee's, fudruckers, etc).
Unfortunately, that's about it for the positives.
Negatives:
The rent...I'm sorry but the amount you have to pay for rent just is not equitable with this sort of complex. Essentially, you are paying to live next to a very nice neighborhood (it's located near Oakbrook which is one of the nicer upper-middle class suburbs in Northern Kentucky). It's also silly that an apartment with a deck costs $20 to $40 more per month. The buildings look cheap when you are close to them. I have had more than one person ask me why my rent is so expensive when they see my apartment since the quality doesn't exactly stand out.
Building materials...I share the sentiments of most of the others who have reviewed these apartments that they look cheap and that the craftsmanship was sloppy.
Insulation...Horrible. There is no other word for it. In the spring and summer, the apartments become unbearably hot. In the fall and winter, there is always a draft that makes it nearly impossible to stay near a window. As others have noted, you can see other residents putting up plastic and blankets in their windows to fight the draft. This is ridiculous considering the amount you have to pay in rent. Some of these apartments can go for over $900 a month if you have a pet and a garage. You should not have to worry about a draft when you are paying that kind of rent.
Noise...If you have an upstairs neighbor, you can hear (and sometimes feel) every step, stomp, door shutting, bathroom visit and even some conversations. When my neighbor has his children over, it sounds like the ceiling is going to cave in (and all they are doing is walking or running through their apartment).
The pool...The pool itself is nice but the ads for this complex list "spacious sundeck" as an amentity. Frankly, I am still waiting for the sundeck to be built. The pool area is extremely small (there is only room for 7 or 8 lounge chairs). My mother lives in an apartment that she pays almost $100 less a month for rent (granted, it is not in as nice a neighborhood) and the pool area is at least three times larger than it is here. You have to time your visits to the pool on the weekend or you will find little if any room available.
Overall, the quality of the neighborhood and convenience of the location are outweighed by a complex that is cheaply built, poorly insulated and charges WAY too much to live there.
