Yes, there is some money they will refund you after a couple months. Most residences realize that the main problem is poor insulation but also don't consider the cheap aluminum WINDOWS! Putting up plastic helps a lot on that huge bill. Heat pumps run all the time there, but when it drop's below 20deg's the outside unit shuts off and the electric heating coils inside turn on...when you run that all day almost equals the cost of running 150 (100 watt) bulbs running all the time!!!
Save yourself some money and find a house to rent. Oh, yeah leases are impossible too break unless your rich and can throw away money.
