We moved into Haverford 3 years ago. At that time rent was $60 cheaper than it is now, the bug guy was there regularly, there were two dumpsters in the trash bay, dog poop on the grounds and children in the parking lot were a rarity, and we didn't have birds colonizing our porch, etc. As you may guess by the context of the previous sentence, none of those things are any longer the case. Sometimes you DON'T get what you pay for!

$60 rent raise in 3 years is quite cheap. As for exterminators coming regularly, how is that a bad thing? As for kids loitering; call the police. Birds on your porch? I'm not sure what you expect the community to do about it.
