Too noisy inside apartments

At first glance, this seems like a nice and quiet place to live. But after you sign that lease and move in, you come to find out that you can hear every sound the neighbor above you makes: when they take a shower, use the toilet, flush the toilet, run the dishwasher, do their laundry, walk around their apartment, open and close their sliding door, cook dinner...I'm talking EVERYTHING. If you have a bedroom by the stairwell, forget about getting a peaceful and quiet night's rest. People stomp up and down the stairs like elephants which shake everything in your bedroom. They talk and laugh as loud as they can where you can easily understand their entire conversation. These buildings are built very poorly when it comes to sound insulation. And no one in your building cares to be courteous at 3:00 a.m. when they come stumbling back home so it's always noisy.
If you can get past the noise, it's an okay place to live. The location is great, especially if you want to go to NKU (which it seems most of the people that live here do...which is why it has that "dorm-like" atmosphere). The front office is nice enough and at least make me feel like they care when I call to complain about noisy neighbors. The rent is a little high for something they call "luxury apartments" when everything about the apartments are pretty cheap quality.
