I lived in this complex for 6 months. The "free utilities" appealed to me and I thought that paying 560 a month for a 1 bedroom was a good deal. Here are some of the issues that I had to deal with to the point of moving out early:

1: Maintenance Staff - More like lack thereof. I'm pretty sure it's just one guy, or at least it was. I haven't seen him in 3 months. The doors to "employees only" were often left open with lights off. Very unsafe for an area that has small children with curious minds. Made several requests for simple repairs which were ignored after multiple calls, voicemails, even coming to office in person. Finally fixed myself. Check your drains before you move in. I made the mistake of simply running the water for a second, but once the volume of water that comes with a shower filled the tub, it really filled the tub. Several liquid plumber and other cleaning solvents were used by maintenance but there must have been a small animal down there. In order to clean without pooling water, had to take showers with very little pressure.

2: Insects. I am a very tidy person and very good about picking up crumbs, and taking out the trash regularly. However, this place was literally crawling with micro-roaches. No matter how many actions I took to eradicate, they thrived.

3: Boiler/AC. The boiler was turned on well before the summer months were over. This means that on days where it was still 70-80 outside, the apartment could not cool effectively.

4: Laundry. Used to be quarter operated, which though tedious at times can be used at any time. The implementation of a new system that uses a special access card that you put money on made it more difficult. The only time you can add more money to the card was during the office hours. Any working professional is SOL until the weekend if you needed to add money. I started driving to the laundromat instead since it was cheaper, bigger machines, and always open.

5: Leaks. Windows, under the door, the ceiling, walls, water, gas, everything. A lot of weak areas have been painted over. Do some knocking on the walls - closets especially and you'll be surprised at how little there is to it. I know of people who were right by the boiler room in the winter and the door would be left open overnight and bring a huge draft. These crevices are where the insects come in and try to warm up from outside.

6. People. I honestly did not see very many people at all. I would say that of the ones that I did cross paths with, more than half spoke Spanish as primary language. I have a basic understanding of the language and had a few "encounters" with neighbors where they needed assistance and it wasn't a problem. If you live below a floor, prepare to deal with the noise from the main door slamming, stairs, and ceiling from people stomping, walking, dancing, bodyslamming, music, etc.

I don't want to be totally negative on this review. I will say that I always had a parking spot right in front of my building, I never had a problem with crime or vandalism. Office staff was friendly and understanding of problems, but seemed to give the runaround on a lot of issues. The "emergency contact" number for 24 hours assistance was just an answering machine. The grounds were not bad other than the family of 10 cats that would come around the dumpster on a nightly basis. Any time taking out the garbage, they would swarm. I couldn't understand why trees and shrubs were planted the first day of winter. It looked good, but wasted money since they are not exactly thriving. Other than that, I do not recommend this apartment to anyone who is out of college unless it is your last resort. Make sure that you don't sign the move in check list until you have thoroughly inspected everything and that it has all been repaired the right way. For the money, since utilities bring the total monthly expense to around 600 , look elsewhere at a place where you get more than just a place to sleep. I may sound bitter, but please consider quality over quantity in your apartment search.
