I've lived at Park Hill since 2007 in a 2 bedroom.
Cable & internet are included, but don't let that trick you into staying here! I tried to move to a downstairs apartment at one point, I paid the $100 transfer fee, and when I went to look at it, there was black ash on the ceiling from all the smoke that had been in it.
They promised me a new kitchen, it was in worse condition than my current one.
On top of all this, they wouldn't give me my transfer fee back.
Maintenece has been rude as well.
Rent raises $30 bucks each year.
I can't wait to get the hell out of here!

I think you have the maintenance staff mixed up with the previous owner's maintenance staff.
