Refund not received even after more than 3 months...

I vacated the apartment perfectly cleaned in September 2008. I even paid additional money to a cleaning lady to clean and vaccum the apartment before my lease was up just to be sure that the refund will be processed without any delay but even after 3.5 months, I have not received my refund check of $250. I've called the manager (Joanna) many many times in past few months and everytime she had one excuse or the other for the delay and reassured me that I should receive the check within next 2 weeks every time I called. Since mid-December, she stopped taking my calls and have not replied to my email. There is no way to get in touch with the owner (Leon) as the Staff told me that "he is the owner and does not get involved with the day-to-day management of the building". So my only option is to keep on calling Ms. Joanna and hope that one day she'll have the time or courtesy to give me the correct information.
I'm writing to Better Business Bureau of Louisville to complaint against them...as per my lease agreement, they were to refund me the deposit or an itemized accounting of any deductions within 30 days...so this building management is certainly in violation of their own contract as I've neither received the refund nor any details of the "lawful deductions". I request other tenants (current or former) to go to www.bbb.org and inform BBB about the deteriorated quality of service. I know of many people who are not at all satisfied with the management ever since Anna and Nick left and the same should be brought to someone's attention if the owner and the building management do not pay attention to their Clients. In this way, at least the future tenants will not have to go through this ordeal.

Did you receive your refund? I have been looking into moving into this apartment and I would like to know the outcome of this problem. If you did not get your refund then you need to call the FTC, fraud department. You might have to send a letter. They have helped me in the past (AT&T rebate program). The FTC will get right on it.
