Completely Incompetent Office Employees

We moved here in August from out of state. At that time, we were told over the phone that the apartment would be ready and waiting for us at move-in. When we arrived, it was mayhem....maintanence still had ridiculous amount of work to do- the hall bathroom was not usable, I had a list of 3 pages-worth of work that still needed to be completed. Despite Kentucky landlord tenant laws, it took WELL over 14 days to finish these repairs. In fact, it took just shy of one month. At that time, there were still several small things that hadn't been taken care of, but I was so anxious to get rid of the maintanence guys I overlooked them. As of three days ago, however, we were hit with a large storm and the entire back room of our apartment (and most of the hallway) were flooded. Normally, I would chalk this up to natural disaster and move on, but we were the ONLY people in our building to flood. The only reason we were affected and no one else was was because no one has ever bothered to address our back door, which is unsealed and ill-fitting. There is about a half-inch gap under the door, which water came through. Fine. I called the office Friday night( the emergancy line) and waited until 3am for a response (no one ever bothered to call, we just got tired and gave up). Saturday around noon, the office manager came by and asked if we were flooded. We told her we were, and she assured us that someone would be by to assess the damage that afternoon. That was two days ago, and guess what' No one's been here. I took a written request to the office today at about 2pm and requested a signature stating that the office had recieved my written request. The office assistant rolled his eyes and acted like I was overreacting by requiring this....but can you blame me' My apartment smells like swamp water, no one EVER calls or comes by when they say they will, and If something doesn't get done within the 14 days allowed by law, then I WILL be consulting a lawyer.
Aside from the HORRIBLE management, the apartment is just okay. The apartment is large, but things are poorly done. There seems to be little to no consideration for the renters here. The neighborhood is nice, and it seems safe, but I'm not so sure that that makes up for everything else. The office people are incredibly rude and unreliable, and if you call them on it they get defensive and manipulative.

That must be why we all now have to sign a waiver to flood damage. That's why I refused an apartment on the lowest part of the hill.
