Poor Management

I have had two issues going on since I moved in there just over a year ago. My dishwasher has been leaking and I have placed a total of 8 requests for it to be fixed. They did finally replace it with another "used" after attempting to replace the seal on the initial one onece again. three months ago, and I am not happy with the way in which I was treated. The manager indicated that "I am not getting a NEW one for he had no budget and that its not a necessity". Unfortunately, it has also leaked and this morning was the top of the hill for me. I got out of the shower at 6AM and found an entire cycle of water on my kitchen floor. I called the emergency maintenance number and recieved a call back immediately. I explained the situation to him and he indicated that he would be there at 8AM to fix. I also told him that I will not accept a "used" one again, and that I expect a call and a resolution from the manager as soon as he got in. Its now 12PM, and no call. I will call him now to see what will be done.
The other thing that has me bent is that on my balcony's ceiling, it is partially caving in. Drywall has fallen and it is exposed. I have not been able to sit on my porch now for the 2nd season due to wasps building nests in there where no can of raid can reach. I have been told on three occasions that a carpenter would be scheduled to fix. Under the new management after discussing this issue, he said he has no money, a newly hired main. person that was back-logged, and it would have to wait.
