Impossible to get Deposit back, No response to request

Years at this apartment: 2005 - 2006
I moved out of this apartment in January 2006 and as of August 2006 they have not mailed my deposit. I have called for four months and every single time their reponse is "the manager is a in a meeting and will call you back" and has never once called me back. The workers in the front office are very rude and do not respond to maintaince request. And also the electricity in the Phase II apartments goes out at least once a month, sometimes for a days.
