Wish I knew more about apartments before I moved in

We have only lived here a few months and wish we never did. The apartment is ok small but ok.
My first day at the apartment I took a broom, as none of our belongings had arrived since we moved over 1,000 miles, and was sweeping the kitchen and dining room floor when I stepped on a piece of glass. I removed the glass and put my shoes back on and continued to sweep and found glass everywhere. I went into the living room and could see glass on the carpet. I did not have a sweeper so I went to the front office and asked them if they could clean up the glass and the office girl advised we must have broken something when we moved it. I advised her she was more than welcome to come to the apartment and see we had nothing there except for the broom I had just purchased. She advised she would send someone up and look. I advised her that I had a 10 yr old, 4 yr old and a 1 month old that I couldn't even lay on the floor. She sent up a couple of maintenance guys who ran a cheap old sweeper in spots. We have been here 3 months and I am still finding shards of glass on the floor.
We live in one of the three bedroom apartments and understand that a little noise will happen since it is probably a family. We unfortunately live above one of the maintenance guys who is never seen without a beer in his hand. He come to out apartment and complained to us drunk and with a beer in hand to have our boys stop running. Now I could understand if they did it, but they were sitting at the dinner table eating.
This guy drives around the parking lot in a golf cart with a beer in hand and my son has seen him working on several things within the apartment complex and drinking. Like, building the bus stop landing.
His wife will NOT say hi or acknowledge you when you speak. They have no children and they have turned us in for noise and we are not even home. I told one of the office girls that I would understand if we were noisy we would take care of it, but we get home at 8 pm, the kids eat dinner, take a shower and go to bed.
I was on the patio when the maintenance guy yelled at his wife from the parking lot and told her they had found some ceramic tiles and he was going to see if they would let him install them in his apartment. What makes him any better than anyone else.
I have heard that we will not get our deposit back regardless of how nice we leave the apartment.
I would not recommend this apartment complex to anyone with small children because of the drinking and driving around the complex by the staff and the condition of the apartment when we moved in was no concern to the staff.

I agree about the maintenance worker in question. My family and I saw him drinking, driving, and swearing around the complex on Christmas Eve.
