pitiful: noisy, bad management

Years at this apartment: 2003 - 2005
There have been 4 property managers in 3 years. The best word for the problems is, chronic. Ask a resident to name a single day when the parking gates worked' They'll be stumped. Also, there is no sound proofing. I can hear my neighbor sneeze, talk on the phone and everything else. Ever seen office space' One can easily talk quietly though the walls.
