Security in the hood

I have lived at Forest Isle since 2006. I know that everything has been crazy post-Katrina, but this apartment complex has been ridiculous in the way that they have been handling things. Foremost, the water is always off. I mean I would rather pay for water myself, because that way I would not have to worry about paying for it if no service is provided. However, since the price is already included in the rent, everyone has to pay for little to no service at all. Also, the apartments are always noisy. Construction work was done early one morning around 3:00 a.m.. Rents have also increased dramatically for no reason. As one person wrote, the building are sinking. As far as security goes, there is a guard at the gate, but people do run through the gate all the time. Needless to say,the area is horrible. It is like gating a trying to gate a mansion in the same neighborhood as the project. The cops are always out here. I also have heard many gunshots around the neighborhood. Basically, don't waste your time looking at these apartments.
