I was also similarly duped into living into an apartment that was had little to no management (forget repairs) and did not comply with the laws of Amherst. Yes, there are laws to protect you in Amherst and if not you can ask for an inspection - in retrospect I wish I had done so because they will have you pay for half the things that were not done at move in.

Where to begin' I do understand the difficulty of managing places in a college town. When I moved into my place, similary there were smiles and I was told verbally -'the hallway will be cleaned from trash from the last tenant', 'the fire alarm works but it is too high for me to reach so I have not put it back in', etc. Well I plugged in shortly after I moved in and noted that it buzzed with no smoke inthe place so put it back on the counter (where it was when I moved in). There were items left in the cupboards (paint) which I assumed that was from either the management (what a joke they will never maintain anything). They definitely did not comply with the city laws - i.e., the place had mice; the windows did not have real screens; and the water shut off for 5 minute time periods in the shower. I called on some of these things - no response at all.

When I moved out I did try and clean my place to the best of my ability (not for the slumlords, but for the next tenant). I just got back a statement from the landlord and they are charging me to replace the fire alarm etc and clean the cupboards out (from things that were there when I moved in)- I have no doubt they knew it did not work why would they verbally give me those comments when I moved in'

It was a miserable place to live..phenomenally low maintenance and we were paying rents equivalent to everyone else in the city. I had been forwarned by undergraduates (I was a graduate student) about their poor maintenance etc but thought that they were exaggerating. I have no doubt they are living well at the expense of people who do not have a lot of time or money.

They are not worth my time to return and fight their lies...and I am sure what goes around comes around if there is such a thing as karma.
