office staff is nonresponsive

Years at this apartment: 2000 - 2006
I have been a resident here for 6 years and just recently moved due to work reasons. The apartments are nice and the grounds are kept up. My interaction with office staff has only been occasional - usually just to pick up a package or ask for maintenance. The maintenance guys always did a good job and are polite and friendly, but the complext would never inform you ahead of time when major maintenace would be done. (We got memos but they didn't honor the dates.)
Over the past 2 years, I noticed a dramatic change in the staff. One incident is when our neighbor moved out and I noticed that their apartment door was open and the lights were on. It was like this for a week and finally I contacted the office - "there is an empty apartment, but no one is working there - maybe you want to check on it - it's wide open and the lights are on." The staff sounded flat and indifferent. No one checked on the empty apartment. Finally, I had to close it myself after turning off all the lights.
Recently, after our move to a new location, there was a mixup with a package mailing - apparently it was delivered to our old Folly Hill address because the company's database wasn't properly updated. We are photographers and these were time-sensitive wedding pictures. My husband drove out this morning to see if he could pick up the package. He spoke to Cornelius McGarry in the Folly Hill Office (the Leasing Agent), who told my husband that he didn't have time to check and would get to it in the evening. My husband drove over 1 hour to get there and left without even finding out if the package was in our old building. I called Cornelius and told him I was dismayed that he could not take 5 minutes (even if it meant that my husband had to wait for a bit) to go and check the building. He told me "it's not my job". I responded that I feel he is in customer service, and it IS his job to help people transition. I asked that he call us when he could, since we had no choice but to wait. We never heard from him.
Other issues:
- There were numerous breakings and vandalism issues with the fitness center.
- Poorly insulated - aluminum window frames (outdates) - cost $200/mo to heat in the winter.
- Management replaced lighting fixtures throughout the apartment to daylight flourescent which continuously buzz and look cheap.
- Mold collects in bedrooms - moldy smell.
- New carpeting put in in hallway with no warning and never steam cleaned (as new carpeting should be) - we had allergic reactions. Moulding on walls was never fully replaced.
I miss the old attention to service and detail at Folly Hill!
