The review dated 3/8/03 is spot on.
Management sought an 18% increase in 3rd year rent. Financially, the proposal was laughable. It was significantly above-market, and grossly out of line with what newer tenants pay.
The building's amenities do not compensate for the faulty business model. The decision to move out was an easy one.
Other points:
The Devonshire has been trying to develop a marketing image to attract young professionals to the building. The reality is that the building is currently loaded with families who have noisy young children.
Construction noise and disruptions were frequent. I would estimate that they were pre-announced only about 40% of the time.
The fire alarm system was CONSTANTLY being tested--several times per month--to the point where one has to wonder if the building has a properly functioning system.
The elevators are ridiculously slow.
As mentioned, after you become a tenant, the rental office is miserable. To protect yourself, be sure to deal with them IN WRITING v. verbally.
I would, however, say that the maintenance staff is first-rate. They were perhaps the best feature of the building.
The conclusion is simple. If you choose this place, be prepared for noise, young children, and a rental model which egregiously penalizes existing tenants to subsidize new ones. Shop for a new apartment by the end of year two, and you'll be playing it smart.
