Beware of the utility bills

I lived in KBL but I had to move out because the utility bills they charge are outrageous. When I moved in they lied about the bills, the leasing agent said that we only were required to pay the electricity for running the fan to blow the hot and cool air in...Needless to say I was surprised when I got a heating bill for $300. This seemed way too high as we used the heat only sparingly.
ALso,the bills themselves didn't give a proper accounting of the resources used (as normally presented in a regular electricity bill), even the property manager could not explain the accounting of the bills when we showed them to him. Every two months we received a bill with a random charge. After some investigating I am convinced that KBL is profiting off of these utility charges. It's a sneaky way for them to raise the rent without putting the numbers upfront in the lease.
Needless to say, we refused to pay these bills until KBL could give us proper accounting and prove they weren't profiteering (which they never did) and I would urge other residents to do the same. Prospective tenants, keep in mind that if you sign a lease with KBL, you should factor in at least $200-$300 extra per month for both cooling and heating for average use. During the months we didn't turn on the heat or cooling, the utility bills we received were still around $50 / month - a so called "base charge".
The apartments are beautiful but you can do better for the price.
