Constitution Quarters 23% Recommended Jun 02 2004: 900 square foot apartment that overlooks the parking garage and garbage alley was deemed acceptable for twenty-something office workers downtown like myself at 1600 a month. There is scaffolding, tarps, and even a bobcat in the lobby of the building. Currently, a jack hammer is being used to remove flooring.
