Got car and credit history - stay away from the hood

Years at this apartment: 2003 - 2003
- car insurance went up from 80$ to 270$
- 1st month - car got vandalized
- 4th month - car got stolen
Notified management I'm moving out,
called and asked if they got notification,
they said YES.
3 months later got black mail (not a bill)
stating that I never notified them about moving out, they want 3300$ and if I do not send they report me to credit agency.
If you have car and credit history - stay away from the hood.
