Property has become terrible

Years at this apartment: 1997 - 2003
I have lived here for five years. We are leaving because the quality has gone down. New management has taken over (AIMCO).
The buildings have become dirty and noisey. Trash is piled in the parking lots leading to rats. They plant nice flowers then pile garbage next to them'' The buildings have fallen into disrepair. They are drafty and dated. Elevators are frequently out of service. Laundry rooms are filthy.
The parking lots are dirty. The lots are filling up with broken down cars that never move.
They recovered the pool deck this summer, but one has to question why not put that money into something that is used all year.
The management office is the biggest source of disatisfaction. They are arrogant and unresponsive. They never return phone calls when there is a complaint. All they care about is how to squeeze money out of long time tennants to subsidize the new residents that are moving in. There is no screening to prospective tennants. The new residents do not know how to be good neighbors, which is essential in an apartment building. They even have to post signs in the building to tell people not to throw trash in the hallways and elevators.
To touch on the last point about new residents, there is a drunk that lives in the 66 Dinsmore building that I saw urinating in the bushes the other day. Management is aware but they dont care.
By the way to the office:
$1800 for a month to month lease' HAHAHA
