Okay, but know what you're getting into.

1 of the 2 buildings has stairs-only access (other has handicapped access via ramp). Difficult for handicapped folks, but also for those moving in/out.
No recycling facilities.
Convenient to supermarket, gas stations, laudromat (though there are decent in-building facilities), Chinese food, pizza, auto repair, video rental, banking, package store... Sort of an oasis of strip mall sandwiched between residential area (to the south) and farms (to the north).
On Saturdays during the summer there's almost always an antique car rally at a nearby diner, if you're into that. It's also not intrusive if you're not into it.
No touch-tone telephone service in the building-- pulse dialing only. Cable service, but no high-speed cable access. May be coming soon.
Office staff helpful, but hours are somewhat limited. Weekdays only, 9 to 4, I believe. Thus, it's difficult to handle businees in person, and to arrange things such as visitor parking permits, etc.
Access to basement storage is on the same schedule as the office, meaning that, if you have a job, you can't get at your stored items unless you take time off work. They do provide weekend access around the Dec. holidays and once or twice during summer.
A large proportion of the units are subsidized, with a small number at market rate. Take whatever meaning from that you want.
Convenient to highways, but distant enough to provide a decent level of quiet. Screaming children running amok in the parking lot are a problem if a) you don't like to hear screaming and/or b) you don't want to run over a screaming child.
Grounds are kept tidy and stray litter is promptly collected. Residents tend to pile large items in great heaps around the dumpsters, non-residents drop bags off, and there are regular can- and bottle-pickers going through the things you just threw away.
Stomping noise from above can be a problem, as can loud music from any direction. Depends on the neighbor, but thudding or thumping noises seem to carry pretty well. I seriously believe I've heard stereo bass from two apartments away (vertically). Voices, above a moderate tone, will be heard in adjacent rooms, including above and below. But hey, it's an apartment building...
Management reserves the right to assess punitive fines to enforce things that are, or aren't, covered in the lease. As in, "We're re-sealing the parking lot. If you don't move your car by 8 AM on this date we'll charge you $X." Huh'
The fixtures and the apartment itself were in tough shape when I moved in. Bathroom floor repaired with a different color tile, Spatter of sauce painted over in the kitchen. A fair amount of grime. Giant, stinking abandoned insect nest in a defunct air conditioning hole. My own fault, though. It was kind of dim when I first saw the place and after I moved in I decided to just reclean everything myself. If you take a look at Edmands House, take a close look, and ask to have things cleaned correctly before you agree to anything.
Rent increases: up 19% over 4 years. $900 to $975 to $1025 to $1075. According to the chart below, that's moderate. But the rental market is in a slump right now. Many such complexes are giving away a free month to new renters. I guess we'll see what the next increase is.
Not sure if it's still the policy, but they wouldn't even SHOW the apartment without a $100 deposit up front. To make sure prospective renters are serious' I don't know. Still seems kind of strange.
New elevators, common areas kept tidy. Common area carpeting, walls, and ceilings are pretty filthy, to the point of being a little embarrassing when having visitors. Fire doors are heavy and difficult to open
when carrying items with both hands, such as a laundry basket-- must turn knob to open, except in those cases where the latch is broken. Hallway lighting is not great, especially in the stairwells.
Re. the other profile on this site, I believe that only the lowest balconies are able to be climbed without aid of a ladder, so if that's concern, simply stay above the first floor. There was a more recent incident involving an alleged rape/abduction, but that didn't involve a balcony.
That's it. It's an okay place, but know what you're getting into... A market rate, no-frills place to sleep every night. You probably won't be busting with pride that you live at Edmands House Apartments, but it's a place to live.
