Smelly, old, drafty, floods...what more do you need to know'

Years at this apartment: 2001 - 2003
Some of the apartments are in a flood plain. A warning alarm goes off and scares everyone and staff people go running. Water backs up from the toilets and overflows the floor into the carpeting and the closet then smells. Hallways smell like foreign foods. Windows are drafty and old. It may be family owned but the family doesn't keep it up like they live here! Parking is a nightmare and the police ticket like crazy!
