What a bunch of crap. The cold water is clear. The hot water you have to run 10-15 minutes to get the brown out. You check with people who live on this same street and no one else has brown water. Has nothing to do with the ocean. That is because the Heights has an ancient hot water system and isn't willing to replace it.
You have no control over the heat in the winter. You turn your thermostat off and it is still 80 all the time. Maintenance says live with it and open a window.
Sure, they make "cosmetic" changes. Look behind the "cosmetic changes" before you rent! Run the hot water for instance.
