Brown water - maintenance always has excuse

Years at this apartment: 2003 - 2005
 
Constant brown water (cold and hot) and maintenance tells you that it is because you live near the ocean! What a crock! Disgusting, unhealthy and water dept. does nothing to help. Heights must have paid them off.
