Whitney Carriage Park may be a good deal for Section 8 renters, or those with some other kind of subsidy, because our townhouse was perfectly adequate for the most part. There WAS a HUGE problem with water quality though - it ran yellow, and stained up the toilet and tub incredibly. Whitney said it was the city's issue, the City said it was the Carriage Park's problem - old, corroded pipes or something. Upshot was that nobody did anything, and the it was never mentioned until you move in and find out for yourself. All of the problems identified by others at this review site are valid issues. The pool! The pool was ALWAYS closed for some reason! Parking issues, noise, incidents requiring police, teenagers congregating outside swearing, yelling and fighting all through the spring, summer and fall. Noise all night long. And some (minor) repairs just never got made, although they would show up if it was a BIG problem. If you're paying market value, you can do a LOT better than Whitney Carriage Park for the money!
