Promised a 2 bed room apartment within 2 months... it's been six!

My wife and I resigned our lease for another year under the impression that we would be getting a two bedroom apartment within two months, with no transfer fee @ $1074/ month. Its now been six months and after countless complaints they have finally offered us a two bedroom but say they can charge no less than 1249/ month with a 600 dollar transfer fee. Absoloutly, by far, the worste experience I have ever had anywhere, with anything... stay away unless you like getting ----ed!
