I have lived in Windsor Gardens since September 2003. My lease is not quite up, but I have to say that I haven't had any problems since moving in. I knew what to expect, and that's what I got.
I will admit that I shelled out the extra $50/mo. for a 2nd floor apartment. This may have made a big difference, I don't know. There were some crayon marks on the bedroom doors and wood pannelling when I moved in, but otherwise things were clean and unbroken. Any maintenance problems we've had so far were minor and were fixed within a few days by maintenance - usually the same day.
These are starter apartments. If you're expecting something luxurious, you're in the wrong neighborhood. The parquet floors are head and shoulders above the wall-to-wall carpeting you find most places. If you're on the 2nd floor, the ceilings are high and beautiful (and heat is included in the rent). The first floor apartments I've seen are pretty nice though, too.
The bathrooms are dated (say, 1970s) with colored fixtures (we got mauve, blah) and bland medicine cabinets. The walls could use a bit more insulation, just for noise purposes - it's easy to hear what's going on next door sometimes. The common laundry areas are up-to-date and clean (and cheap). The carpet in the halls is worn but fairly clean. And I can't hold management responsible for the kinds of food smells that my neighbors might inadverdently fill the halls with - which are, for the most part, very appetizing.
I think management does a fair job of grounds upkeep. And I always see patrols in the area, which also means I haven't had any problems in the parking lot yet. Basically Norwood (especially this area) has cleaned up a lot from what it was a decade or 2 ago.
As for the lease/agreements being full of illegal material, I requested a copy of the lease a month before signing, and had a lawyer review it. Windsor Gardens had no problem with this, and my lawyer found nothing amiss (neither did I).
I also felt the need to post this because I cannot believe some of the racist comments I'm reading here. Yes, a lot of Indian families move to this neighborhood. Norwood in general has a large Indian community. If you are a racist, or just generally uncomfortable around people who aren't white bred, I suggest you start by leaving America. Because in no near-urban town, anywhere in this country, will you find less of a diversity. In fact, the Indian families in my building are the nicest people I have met here so far. I only had one rude downstairs neighbor, who has since moved, and he was just an idiot, regardless of race.
By the way, note to naysayers and complainers: you will find rude neighbors EVERYWHERE. Learn to deal, and move on. (Or, move out.)
In closing, Windsor Gardens is a great place to start living on your own, or to live near Boston without actually being in Boston. It is a bit high priced for what they offer, but it's clean and friendly and all around what you'd expect from suburban community living.
