What building are you in? I agree the insulation between the floors is lacking.

19, I've heard this is the worst one, but I don't know for sure and I've heard if you try to move to a different apartment they take the opportunity to charge you a ton, so for now I'm just thankful the person above me doesn't blast music, although I can hear people in the parking garage yelling, honking their horns, and playing music.

I've had some of the same problems. I'm in building 19 and my upstairs neighbor often plays loud music that shakes items on tables in my apartment. I bet building 21 isn't much better, less people just live there so far. I didn't start having problems in this building until my upstairs neighbor moved in.

I've got news, the older buildings are the same way. I recently moved from 15 after living there a year. In that time I was woken up at night on a regular basis by fighting (verbal and physical), bed thumping, and music from the apartment above me. I thought it was the occupants, but when one set of occupants moved out and another moved in, it still continued. Next door, I heard my neighbors going to the bathroom and word for word, their conversations in bed. Walls and floors are paper thin! Between that and the poor management, it was an awful experience! They even get you when you leave. Don't expect your deposit back when you leave.

Building 21 is the exact same. Noise from both directions (above/below). This place is a ------- sham.
