Good place to live, especially for kids

A response to the heating bill issue:
I live in a 2 bedroom, ground floor apt. My heating bill in the winter is not more than $150 /month. In the summer and spring, the electric bill (which includes heat) is around 60-80/month. We don't turn on the heat, except in the bedrooms , and we set it at 60 and leave it alone. This is sufficient. The apartment is pretty toasty.
In general, this is an excellent place to live. The management is very good at responding to complaints.
