The apartment is same Charles Bank Estates except for the management. I was told that they share the same maintanence, ambience, safety, grounds and buildings. Why is that the Estates has a lower rating than Gardens '

It is the management and upkeep for the Charles Bank Garden Apartments that separate it from the Charles Bank Estates. I have been in the Estates apartments, and live in one of the Garden's apartments, there IS a difference.
