While not a resident of Gardencrest, but have been a neighbor for over 30 years, I have observed a decline in the property over the last 2 years. It is known in the city that people are moving to Gardencrest, both from within the city and outside, at a subsidized rent as low as $200-$300/month. When the new company initially purchased the apartments, the owners were going to raise the rents to astronomical $$$. Long-time renters had to move as they knew they would not be able to afford the high rents; eventually, the owners couldn't find enough tenants. When that happens, they looked elsewhere to find people to fill the apartments. People pay a subsidized rent, and the owners receive the difference. They don't care who lives there as long as they make their $$; that's the bottom line (but then again, that was the bottom line for the DeVincent children when the sold the property). I also don't understand why they leave their trash piled in such a mess at the corner of Summer and Pleasant; it's an eyesore!
