On the way to being ruined

Longview was a very nice place to live when I moved in, although the prices are extremely high. The initial quality we saw has rapidly disappeared such that now it's become quite a shabby place to live.
The common interior areas used to be clean, well lit and well maintained; over time, some of the lights have been turned off "to save money"; cleaning has become sporadic at best; "secure" entrances have had broken locks for months; all of these things have attracted complaints for months yet they have remained the same or gotten worse.
The exterior of the complex has become a mess. Originally the building manager claimed that huge amounts were spent on landscaping, yet the only green areas are either waterlogged or covered in dog feces. This building charges extra "rent" for pets, yet you will often find that dog poop-scoop bags are not available or that the disposal areas are overflowing with stinking, days old mounds of bags. Trash lays overflowing from garbage bins in the garages for entire weeks.
Maintenance is next to useless; the heating has been entirely off numerous times during some of the coldest nights of the year. Emergency calls for maintenance are sometimes replied to, sometimes not. Fixtures in apartments range from high quality to extremely cheap - towel racks were loose and falling out of the wall within weeks of moving in.
The only option for cable TV and internet is Comcast despite the fact that Verizon FIOS is deployed in the area. The service from Comcast is abysmal.
With good management, this place would be closer to being worth the astronomical rents, but currently it is vastly overpriced.
