Very quiet, ok managment, high rent, 2 new buildings

Kimball Court is now 6 buildings (up from 4) each with about 100 units, mixed 1 and 2 bedrooms (maybe 3br'). The older buildings are 13-15 years old, the new ones less than a year (the annoying construction is over).
I live on the top floor (7) of one of the older buildings.
New buildings have washer/dryer stack in one closet, better A/C, surround speakers built in the living room, new appliances, and keyless entry (flash cards).
Older buildings have laundry rooms, which are being converted to smart card systems (a card holds up to $40, and no quarters required!!!)
Broadband internet available in all buildings from AT&T Cable or Paradise Cable (AT&T is not available in new buildings for some reason).
I moved in because of noise and animal issues at my last place. Aside from the random pigeon landing on my balcony, both issues have been resolved. The apartments are isolated by cinder blocks or concrete. The hallway can be noisy, but is not terrible. I live on the top floor so there is no noise from above.
Biggest problem: my 13-year-old air conditioner cannot adequately cool the entire apartment, I needed fans to circulate air to the bedroom (I face west, so it got stifling in the afternoon). Conversely, heat is included in rent, and is excellent, I can run around in shorts in January.
The 13-year-old microwave is bulky and underpowered, and interferes with cordless / cellular telephones. Other appliances are excellent.
The elevators are slow, even in the new buildings. Management often "locks" the large elevator for move-in or move-out, and it can stay locked overnight.
At $1400 for 1 bedroom, rent is high, but average for the area for the square footage.
Lower floors are cheaper.
Maintenance is OK, they respond immediately; it would help if the other 99 residents bothered to call in problems.
Overall: I have already recommended this property to a friend, who moved into one of the new buildings. We are both largely happy with the place. I am still waiting for my $250 rent credit for the referral, though...
