I read some of these reviews before moving to Maryland as a grad student at UMD. I thought, hey, angry people write angry reviews and happy people don't write reviews. I figured, how bad can it be'
Well, live and learn. The well-documented cockroach problems aren't an exaggeration. It's an epidemic. Despite having semi-annual, complex-wide exterminations, the effect is negligible. On top of this, I've witnessed more than a couple rats outside the building. There are actually rat-holes in the dirt out there! There aren't any in the apartment, granted, but they'd have to compete with the cockroaches... and the bed bugs. Yes, after a few months here, I found an infestation of bed bugs. Do you reseach: this is an extremely expensive problem even if the management offers to bring in the (as-mentioned, ineffectual) exterminators.
On top of this, after six months in the building, I've made no less than 5 noise complaints against my neighbors. I've even called the cops twice. The neighbors, themselves, are beligerent, and refuse to turn down the music or stop having little parties in the hall outside my door. The management, meanwhile, hasn't done or hasn't been able to do a thing about it. And, of course, it doesn't help that the walls are paper-thin. Seriously, I can hear the guy with the adjoining apartment breathing at night -- THIS IS NOT AN EXAGGERATION!
And then, yes, there's the crime. I've had at least two break-in attempts on my car. Luckily, they haven't been able to get in yet. As well, my car avoided a recent string of taggings by the local thugs. Some now spray-painted cars weren't so lucky. I'm 6'4" and 200 lbs, and I wouldn't walk around this neighborhood at night.
The apartment they'll show you looks fantastic. It's in a great-looking neighborhood. But before you go any further, ask to see other parts of the complex, preferably at night. You'll never come back.
I've been to a lawyer to get out of this lease, and am in the process of moving out. There's every possibility that Southern Management (who owns the community) will come after me. It's worth it to get out.
Before moving to go to school at UMD, drop in to the free Legal Affairs office at the Student Union. They'll be able to give you a good idea of what apartments to avoid. This one has a VERY THICK FILE of litigations and the like.

Hey, I don't know if the author will ever come back and read this review--but I just wanted to say how sorry I felt for you. I'm the author of Bedbugs, Roaches & Violent Neighbors--Oh My!, and I like to read about other people's experiences at University Gardens. I just wanted to say how sorry I am that you lived there, but your rationalization was, indeed, sound. I mean, it is perfectly logical to think only angry people write reviews. I'm just glad you got out without having your car broken into, or worse, your apartment ransacked. I feel like we once-residents of University Gardens should start a support group or something. Well, an online support group, since as soon as I graduated I fled as far away from Maryland as possible (to Los Angeles), so I wouldn't be available for weekly meetings. Heh.
