I have lived her for almost 18 months, live in the building where Manpower and Fast Signs are. I have had relatively few issues, none within my actual apt, the office staff have always been very very nice to me with no complaints on them from me. The noise is usual city noise, if you don't think you want to hear traffic or people noise, then just don't live in the city, go to one of the out of way complexes in Annapolis where it's quieter, let's face it if you live here, you will live on one of the "main" roads in Annapolis, so of course, you will hear traffic and noise etc...., that to me is a stupid complaint. I can honestly say, I have never heard my neighbors next door and I ask the lady downstairs if she hears me or the dogs and she says no, no noise at all. My biggest issue is that the elevator in our building breaks all the time (twice last week), now if the office staff is on duty, you call them, 9 times out of ten all they have to do is reset the button and it works, but it usually breaks after 6pm and always on holidays. The one good thing for us is that both the property manager and the maintenance manager now live in our building so they will actually get to see what it is like. The past two nights, we have had fire alarms, one at 2:30am and one @ 5:00 am, for a pipe that gets filled up and has to be drained, pain in the ass YES, but really it's no big deal. Overall, I love my apt., very very pretty, the office staff is very nice, location is great. I think a lot of the problem comes from previous tenants, NOT ALL, but a lot. You know renters (a lot of them) do not take care of the apt as if it was theirs, the don't care it's just rental and that kind of mentality just sucks for all. I know for a fact when one of my neighbors was evicted for not paying his rent, he and all his friends who were helping him move, pissed all over the apt (as if it was the mgmt. co's fault for him not paying) to get back at them for evicting him, he invited all the guy from the 4th floor to come over and relieve themselves whenever they had to. How ridiculous was that.
Bottom line: If you want a pretty apt., can put up with some stupid issues, want to live in the city, but not right downtown, I would recommend this place, but I really would not live in the big building, I think that is where all the issues are, or the majority anyway

fire alarms went off for over an hour both nights, even after the fire dept got here. It's a problem if you work early in tv morning like I do. Traffic noise I can deal with but not the incessant clanging 2 nights in a row. Also the traffic noise might be a problem if you were told on your initial tour that the noise is only during rush hr.

My biggest nosie complaint while I lived there was the water pump boost. It was actually located two apartments down from me, but would keep me up when I first moved in. Also the big building backs up to Annapolis Produce whos trucks run 24/7 - the beeping of backing up produce trucks is VERY annoying. I specifically asked when looking at the apartment about that, and was told that they only run during the day.
I also do not consider a mold infestation to be a minor problem...if you do then your an idoit. It is dangerous to everyones health, and continuing to stay there knowing whats going on is just crazy on your part.
The best thing i ever did was get away from that nightmare - section 8 neighbors, squatters, car being broken into, condemmed apartments, mold growing on the walls....the people who think that I am just a spiled yuppie clearly did not go through what i went through. I agree that for a reasonable price some of these issues would be acceptable, but for $1360 a month...HELL NO!!!!

A couple recently moved into my building. The wife was complaining about paying $1100 for a 2 bedroom apartment. I would still complain about the issues even if I was paying that. I think the dramatic decrease (1860 - 1100) is proof 1901 West is trying to fill up the increasing vacancies due to folks breaking their leases and not renewing.
One of the leasing consultants told a potential resident his BGE and water bill should be no more than $80. Anyone who knows BGE would know this is a complete off the wall estimate. There is no harm in only providing the estimated water as most single people rarely exceed the minimum charge. Electrical usage can vary greatly with people and fluxuate depending on summer and winter rates.
