I lived at Harbour Gates for about 18 months and I agree with many of the other posters-- spend your money elsewhere. There are so many better priced and better maintained rentals in Annapolis. The noise was overwhelming. We had a neighbor above with a 100 lb. dog (even though their leases say the dogs must be under 55 lbs.) that barked, jumped, and pawed the floor constantly. The neighbors below had a new baby whose every cry we could hear through the paper thin walls. The ironic thing is that we accepted it as part of living in an apartment, but apparently the neighbors were not so accepting. They would call the police at the slightest noise from our unit and we would get letters from the leasing office threatening us. The police always seemed puzzled when we opened the door as the noise was never apparent to them.
When we moved out I asked the leasing office if we needed to do a walkthrough with them and they said no and to just drop the keys off. I strongly suggest you insist on a walkthrough if you decide to live there. We cleaned the apartment and dropped off the keys and a month later I had not yet received word about our security deposit. I called the office and was told that I had given them the incorrect forwarding address. After I verified that the address I had given them was in fact correct they told me that what they actually had was an invoice, not a refund. That same day, my father, who had cosigned the lease with me, got a call from a collection agency rudely demanding a credit card number to pay the "invoice" , even though we had never received anything in writing about the matter. Well, we marched into the leasing office the next day to be told that we were being charged to replace the carpet ( I had been told it was not in the best shape by the leasing agent when we signed the lease!) I asked them if they had taken photos to document the before and after "damage" and they said of course. When pressed to provide them, they stalled and said they would have to have the matter "researched". The next day I got a call from them saying they were going to refund the entire deposit. Don't count on being that lucky, look elsewhere for a rental.
