We lived here for about three years. While the first two were wonderful, things went downhill the last year of our stay there thanks to problems with our neighbors and management's inability to address our problems.
Let me start with the positives. The apartments are very spacious and probably the best bargain for your money in the Annapolis area. While they are not very new, they are pretty well kept up. The kitchen was pretty spacious and we had quite a bit of storage space. Maintenance was pretty attentive and came out on weekends when we had emergency issues.
The grounds are well kept and they added lots of outdoor lighting in the grassy courtyard areas while we were there. The pool and gym are nice except the AC never worked in the gym and it was always about 90 degrees in there no matter what time of year.
Now for the negatives. I know that you can't expect an apartment to be soundproof but we never had a problem with noise until new neighbors moved in next to us. Our living room was right next to the teenage daughter's bedroom and she would blare rap music all the time- so loud that pictures would shake on the walls and we could not even hear our television through her noise. We called the management office probably 7 times when this happened and all that management would do is put a letter on their door reminding them to be quiet. Then every time we would see a letter on their door, we could expect to hear loud shouting and throwing things in their apartment everytime they read their new letters. Another thing that ticked me off is that these same people received multiple notices on their door on several occasions for not paying their rent. Why should responsible people who pay their rent on time be forced to live in misery when these people can do whatever they feel like'
We also had the same issue as a previous poster regarding spraying for bugs. There were about 20 people living in the apartment diagonal to us and apparently they brought in roaches. They told us to clean everything out of every cabinet and move it out of the kitchen for a whole week straight b/c they had to come and spray. We have tons and tons of dishes, appliances and food so this was not an easy undertaking. Plus we had to lock up our dog the whole week. My husband happened to be off two of those days and they never came to spray. Then two weeks later we received another notice saying they were coming again. My husband talked to the insect removal company and they told him the same thing as the previous poster- that we didn't have to remove everything. Moving everything was such a hassle that during those times we couldn't cook or do anything in the kitchen. I was so aggravated!
Another negative is that lazy people would not put their trash bags into the actual dumpster so that it would pile up and rot and stink and would eventually pile up so bad that you could not even walk back into the dumpster area to properly dispose of your trash. They would always have signs up telling people that you would be fined if caught but nothing helped.
I felt that management was really helpful while we were signing our lease but they went through 3 different managers in the time we were there and none seemed very helpful once we moved in. In fact on our moving day, our apartment was not ready, they didn't have the keys and the manager was "too busy" to do our walk through with us. The cable guy and our new couch showed up before our apartment was open so they had to wait around. They also make UPS and Fed Ex deliver packages to the leasing office instead of in front of your door which is nice so your packages don't get stolen but 95% of the time when we would go to the leasing office to retrieve them, they would not be open even though they should have been opened according to their hours posted on the door.

I agree with your post 100%.
I am the poster you referred to in your post about the bugs.
I am so happy that you spoke up and were also told by the exterminators that they did not ask the mgmt. to have us remove everything from our kitchens and bathrooms.
That to me is worth a partail refund of a months rent.
Perhaps those that were so hasty in jumping on my post will read this and realize I am not just typing hate words.
I was asked why I stayed 2 years...the first year was not bad,
I don't have a clue what has happened this second year.
I am just glad I will be out very soon.

I have lived at Westwinds for almost 2 years and am happy here. I have not had any problems with noise. Sometimes people need to be more careful with their trash, but signs have seemed to help with that. I agree that the apartments are very spacious and a great bargain for your money in Annapolis. The AC has always worked fine in the fitness center. Centralized air is one of the 10 leading causes of obesity according to the Journal of Obesity. Last time I checked, i wanted to sweat when i worked out. I too had to empty my cabinets, although i did not have a problem. I called the office and went even further to call the pest control company who both confirmed that cleaning out the cabinets was recommended. So i did what they said and until this day i still have not had a problem. Sounds good to me! Maybe try calling management or the actual pest control company next time because it sounds like the exterminator gave you the wrong information. Also, the office will deliver packages to you if you cant make it to the office.
