Security' Getting dirty

Years at this apartment: 2006 - 2007
 
Currently, entrance door has been without a lock for two days.
People moving out have left mess is halls, trash room. No one is cleaning it up.
New management is planning to raise rates and charge for utilities although there are no meters and rate is subject to change (I bet up) each month.
I have friend who lives there and I visit regularly.
