Untrustworthy management

I'm VERY UPSET with Centerpoint. I have been here 5 months. I moved into the tower because they told me that the 'cool water' and 'hot water' for my a/c and heat would be a fixed price every month, giving me the impression that I can run my heat 24/7, which was great. I specifically asked if that means I can run my heat on forever and it would be a fixed price and they said yes. I thought that would save on my electric bills since I use a lot of heat. Nobody told me that it did not include the FAN to blow the air out into my apartment. So for 3 months I kept asking management why my electric bill was so high - 2 times as much as a friend living in a 3 storey townhouse. I'm not home a lot and there was no way I was using so much electricity with 'plug in' appliances. I kept going to management but they kept reinforcing my understanding that my heat is 'unlimited' and is fixed price. So when I decided to experiment not turning on my heat for a month, my electric bill dropped a whole 75%, meaning heat is NOT unlimited usage for a fixed price, like they kept saying it was. So on top of the 'fixed price' of $55 plus tax I have to pay every month for cool/hot water, I have to pay for the electricity to run the fan, which means I pay DOUBLE.
The management is NOT TRUSTWORTHY. I chose Centerpoint solely on the fact that they told me my a/c and heat was a fixed price but it is not. I was told that my electric bill will be $20-30/month but it is not. I feel CHEATED into signing my lease agreement and I am extremely angry with Centerpoint. I went to them multiple times to ask about my electric bill but they kept making me think my heat was 'unlimited'.
After revealling to them the difference in cost with and without my heat on, management said they 'understood the misunderstanding', but did nothing else. They did not offer reimbursement for the 3 months of high electric bills, which they caused.
So now, in order to save on electricity I live in the east coast winter without heat. For someone who just moved from Texas, it is cold! Even if I turn on my heat at night, I have to make it a point to turn it off after awhile, because there is no 'Auto' switch on the thermostat to automatically turn the heat off at a certain temperature.
I told Centerpoint I will write a complaint to the management company, but over the past weeks Centerpoint has been bought over by another company (though the Centerpoint staff stays the same). I wonder if this next company will continue to let staff conduct such criminal practices just to get leases signed'
