You get what you pay for. From what I saw, Charles Towers is among the least expensive among high-rise apartment buildings in downtown Baltimore. Due to proximity to campuses, I felt there were a lot of students living in the building. Along with students generally come loud parties during the middle of the week, and less than stellar personal hygiene. During my stay here, we had a huge roach problem on the floor. Management did their best to address the issue-- exterminators came out frequently to spray. Without addressing the cause (food sources), however, the efforts did not deliver results.
The views from the upper level apartments are awesome! Nonetheless, the consistency of the hot water, the AC/heat, and the elevators leave much to be desired. There was also an on-going problem with the fire alarms going off at all hours-- early morning, late night, and weekends. The walls are thin, and the windows leak air like crazy.
I had no complaints with the management staff. They were generally responsive and helpful. Maintenance was generally responsive. Again, you get what you pay for.
