My neighbor is constantly harassing me. She lives in the townhouse above me. I live in the studio apt below her. I lived here for allot of years. The neighbor has only been living here for so many months. It started with her 2year old child screaming and hollering "every night" from 11:30pm till 3:00am. The mother would do nothing, but let her cry, scream, and holler.

I began to think that something is wrong with the mother or the child. I started calling the police when it happened, each time the police would knock on her door, she wouldn't answer and the child would become quiet. I wrote a letter to the property manager (3 to be exact) Things started getting worse. I did leave a note on that tenant door, and asked if she could keep her child from screaming and hollering late at night "EVERYNIGHT"!! I even offered to help her in anyway that I can. Well after that things for me got worse. (No I didn't leave my name or address on the letter) The tenant started slamming what sounds like a bowling ball on the floor right around the 12 midnight, and lasting till 4 in the morning. I have now called the police 10 times. My car tires have been slashed. Feces was smeared all on my door when I returned from my Christmas vacation.


My Mailbox and mail have been stolen. I had to leave work, because my alarm went off, and I was notified that the police were on at my apartment. It looks like someone threw a brick and busted out my windows, which set off the alarm. To make a long story short. I'm to the point were I park my car away from the bldg complex.

I have called the "Regional Director" of Mid Atlantic Reality. She "HAS NOT RETURNED ANY OF MY CALLS.) The was told by the police that this is a "CIVIL MATTER" NOT CRIMINAL" and the only thing I do is ask for a CAD report of all my phone calls to 911. The property manager told me last week that she was going to move me, then today, now says it's going to be two more weeks!! I CAN'T TAKE ANOTHER DAY!! I JUST PAID MY RENT FOR FEBRUARY TO LIVE IN HELL!! I TOOK TODAY OFF SO THAT I CAN GO AND REGISTER TO BUY A GUN. I'M TIRED OF BEING THE VICTIM. LAST NIGHT MY NEIGHBOR TOLD ON MY DOOR STEP WITH A BAT IN HER HAND DARING ME TO CALL THE POLICE, AND THAT SHE WAS GOING TO LIVE MY BODY IN A DITCH IF SHE GETS EVICTED.


THE PROPERTY MANAGER IS WORKING AT A SLOW PACE, BUT YET THIS TENANT/NEIGHBOR IS GETTING AWAY WITH DAMAGING MY PROPERTY AND NO-ONE AT MID ATLANTIC REALITY WILL DO SOMETHING TO THIS TENANT. I KNOW I NEED A LAWYER, BUT I CAN'T AFFORD ONE, THAT S WHY I WANT TO BUY A GUN FOR MY OWN PROTECTION, BECAUSE THE POLICE CANNOT CATCH THIS TENANT IN THE ACT. CAN SOMEONE PLEASE GOD HELP QUICK AND ME. I HAVE NEVER HAD A PROBLEM IN ALL THE YEARS I HAVE LIVED AT JAMESTOWNE COURT. MY LIFE IS ON THE LINE, AND I WILL LOSE IF I BREAK MY LEASE. HOW CAN I AFFORD TO MOVE ELSEWHERE, AND BE RESPONSIBLE FOR RENT AT MY CURRENT APARTMENT'

My heart really goes out to this young lady. I totally understand as I was a resident for about 5 years. I agree it was a scary place to live then, I also has threats so I decided to acutally leave the state. No, the manager will not help becuase they are just as scared. No, the police won't help becuase they have them contained in one area. I decided to leave when the mice were so rampid that they can out during the day and when I had company. No , the management did not help. Please understand this all began when the mayor decided to tear down all the projects and told the people to pick any place where they wanted to live. This is when Jamestown became so bad. I pool closed, the bridge was destroyed, and the working class started leaving. Jamestown was a beautiful place, and very quite, the management was very on top of things but when the pizza man was robbed between leaving his car and going to my house- I was threatened to leave it alone. This is when I decided to leave Jamestown. If you can leave, I know it is hard when you are breaking a lease but would you rather have love ones hurt or yourself? Just my opinion. You need to go to the rent court and place your rent in Escrow until they can fix your problem. Once the rent is in Escrow the landlord is required by the courts to satisfy your request.

Yes you should not pay anymore rent if you are still in that situation and when you see her standing in your way by a small recorder so when she makes these threats you have a record of it. The rental office has a small window once you begin putting your rent in escrow to correct the problem. God Bless
