Don't move in this overpriced dump!

I moved in this apartment complex in December 2003. I have had nothing but trouble since day one. The heating unit doesn't give you any decent heat unless you put the thermostat up to 85 degrees, that is to get 70 degrees of suppossed heat. We used our own thermometer, and the reading was 60 degrees. We placed plastic on the windows, because the windows aren't insulated properly and let the cold air come through like a blast furnance...the plastic actually billows out when it is windy. The maintenance crew has been out twice and what they have done is a joke...they placed insulation around the furnance. Our first month's BGE bill was close to $200.00.
Secondly, we told them about the small bedroom closet door coming off the hinges, because the top of the door was split and the attachment was broken. They "repaired the door" by nailing the split area, leaving the nails protrding the other end. Within 48 hours the closet door was again off the hinges..because of the jimmy rigged door.
Our neighbors are the most inconsiderate on the planet, they play their music morning, noon and night. Don't expect to get a decent nights spleep here, you won't get it.
The manager, Ellen Fenske acts like she doesn't care if you like the dump or not.
They sent us a eviction notice the first month, when we were to have the first month rent free. Rather then have this irritation and embarrasing incident, have the court notice posted on your mailbox and a letter in the mail, I would have rather paid the rent to avoid the hassle.
Also, when we went to sign the lease they notified us that we would have to pay a portion of the water bill, which is divided up amongst the tenants. Believe me, if I had been told this from the beginning, I would neve have moved in. We visited this complex three times before making the decision to move in. Not disclosing this information verbally or in writing is a joke.
I guarantee that we plan to move out before the lease is up. No, ifs, ands or buts. They can shove this dump up their butts!
