My girlfriend and I moved in in August of 2005 to a one bedroom, right off of Lowell Glenn and Waltham Woods. We've since been engaged, married, moved on to better jobs and more money. Whereas we're doing better, the property at Kenilworth has been declining ever so steadily. The tenants are either college kids who couldn't afford to live closer to Towson or the total trash that O'Malley cleaned out of the inner city.
Year one, we experienced a drunken, violent domestic struggle that involved a terrified young lady locking her drunk, angry boyfriend out of the apartment after he punched her in the face. After he kicked the door in and beat her some more, we got some quiet that evening. After the nice old lady above us moved out, she was replaced by a ghetto trash family of at least four (mind you, this is a one bedroom apartment, so having more than two occupants is a lease violation) who decided it would be cool to play their rap music at full volume at 7:30am. After I complained, they were angry that I scared their child and my wife spoke too harshly. Victims, aren't we all' After getting used to them (which meant losing hours of sleep and having to run a loud fan to block out the noise), year two came with more challenges.
Our upstairs neighbors are bath people and not shower people; to each his own. That didn't affect me until they flooded their bathtub and my bathroom ceiling caved in. It only took maintenance about a week to fully fix the eyesore with an ugly patch job, where the paint is a different color than the base paint on the walls. Overall, plumbing is a nightmare there. Every sink has broken or leaked, the garbage disposal needed to be replaced, the toilet handle and shower heads needed replacement and yes, the aforementioned cave-in was due to plumbing. Trying to juggle the various maintenance problems with the horrible neighbors and crime can is stressful to say the least. Oh, I never mentioned anything about crime, where do I start' Storage facility doors were being unhinged and valuables taken from the lockers, I knew about that from the notices put on our doors. My friend's car was broken into and there were many items stolen from his car. This happened right after the new neighbors in the building to the right of us moved in. Oh, I didn't mention the new neighbors either' I feel privileged to live next to the worst possible neighbors, and that's not the wifebeater. Everything that a tenant can do wrong, they do. They grill on their patio at least once a week, they smoke indoors, they have parties at least twice a week that go as late as 3:00am, shoot off fireworks all hours of the night (and not even during the 4th of July time period, I mean all of the time), play loud heavy metal or rap music all day and all night, sometimes even shouting along with the lyrics, leave their trash all over the premises, and smoke enough marijuana that my own apartment sometimes smells. I've called the police on them twice and they still continue. I found it funny when HER purse was stolen and she put angry letters up on every door on the block, speaking of karma and consequences. Karma happened. Also, when our neighbors party, they take up all of the parking spots upfront and sometimes have so many people over that they park on the street as well. My friends and I were getting into my car to go out a few nights ago and we were entertained by the ghetto trash a building or so down screaming and arguing in nearly unintelligible ebonics.
I can't comment too much about the office management, but I can say that when I've dealt with them they were friendly but didn't really do much regarding noise complaints (I had to put it in writing), and they sometimes don't answer the phones during office hours. I'm prepared to eat most of my security deposit however, because I've heard that Continental will nickel-and-dime you on almost anything.
Overall, this place was fine when it was all we could afford two years ago, but doesn't have a lot going for it. The Section 8 clientele has taken over and driven down the property's integrity. Maintenance isn't piss-poor but they are unresponsive and take shortcuts. The grounds are landscaped decently enough, but the trash from the other tenants is terrible and keeps the place looking filthy. Whereas I've had no problems with pests (mice, roaches, or termites), the neighbors are pests enough. If you don't mind living in a hell-hole with worthless, ghetto trash neighbors, nowhere to park during the evenings, loud music all hours of the day, and the threat of crime looming every second, then by all means live at Kenilworth at Perring Park.
We almost moved to Doncaster until we realized that it's just Kenilworth with trees. bYr9ljUwtCbMRXE8dRDC

I am on Townhill rd and its no better over here .... this place has gone downhill and we will be moving as soon as the lease is up! Horrible neighbors ... it's just CRAP!!

Both of the articles are right in relating how kenilworth apartments at perring park has been taken over by poor management ,services and low class tenants.I lived there for 6 years. I moved out due to some of the same problems on lowell ridge rd. noise,parking,dirty hallways and maintenance.It has become ghetto county rentals.

II TOTALLY AGREE WITH WHAT THESE TENANTS ARE SAYING. I HAVE EXPERIENCED ALL OF WHICH THESE OTHER TENANTS HAVE EXPERIENCED KENILWORTH AT PERRING PARKWAY IS A POORLY MAINTAINED COMMUNITY AND THE CUSTOMER SERVICE SUCKS. THERE ARE DEFINITELY A LOT OF YOUNG COLLEGE STUDENTS HERE AND A LOT OF GHETTO RATS ALSO. THE BUILDINGS ARE VERY DIRTY AND NOT TO MENTION THE LAUNDRY SITUATION. EVERY OTHER BUILDING HAS A FACILITY. THE RENT IS VERY EXPENSIVE AND TO HAVE OTHER EXPENSES SUCH AS PAYING YOUR OWN WATER BILL AND THEN TO PAY OUT A LOT OF MONEY FOR LAUNDRY THAT ALONE IS OFF HAND. THEY SHOULD BE UPGRADING THEIR COMPLEXES AND INSTALLING WASHER/DRYER LIKE ALL OTHER APARTMENTS IF THEY WANT TO RAISE RENT PRICES ACCORDING TO MARKET PRICES. MY BIGGEST REGRET WAS MOVING HERE TO KENILWORTH FROM REVERE PARKS WHICH WAS FAR MORE A BETTER COMMUNITY THAN THIS CAN EVER BE.

I have been told they don't take section 8 - but that was a few years ago when I called and challenged the management. I live 9 years on Tarleton, I am back at another location but I definitely see a downfall in maintenace, management and general appearance, not to say clientele. We are only here temporarily until buying in another better area. Sorry, but this location has really goen down the tubes big time. Frankly, Idon't feel safe here anymore and I love it when I first rented.
