I lived here for 3 years, in two different buildings. Heat, gas and water are provided. I spent 3 winters bundled in blankets and huddled over space heaters to keep warm. Even with weather proofing the windows, I could'nt feel the heat. The water was unpredictable. I can't remember how many times I had yellow or rusty water, or no hot water for several days in a row. The maintenance staff (which consists of 3-4 people) look like street bums, not comfortable with them fixing things in my apartment. They are not quick with responding, often taking hours to respond to a clogged toilet or responding the next day for a clogged tub. The moral of the story: don't rent here unless it is your very last resort.
