I used to live here in my first year in Baltimore (2006-07). They had a one year huge discount and anyway it was the only place that had an empty apartment in the short notice that I had available. My apartment was on first floor which is just terrible.
The inside was by all means ugly and I really hated the floor plan. I chose an apartment which was not carpeted. So I can't complain about the ugly floor color. But the tiny unwieldy kitchen and huge empty spaces in living and bedroom annoyed me for a year. So was the look of basement, where laundry and gym were located. It's a nice gym and functional and reasonably priced coin operated laundry room. The only nice look belongs to the main hallway.
The cost of heating in winter will be soaring in this place. My bedroom heater was not really working. But the incompetent maintenance and management staff never got to fix it. I called them in several times and each time they left a message that it's fixed, but it never blew out air warmer than room temperature. The package receiving was good though, but the majority of the staff were the kind of people who'll give you unhappy looks if you get more than one package in a while. It's as if they hate to move from their desk.
On first floor, the noise was more than I like, but that might not be a problem on higher floors. But all in all, that's a way overpriced place for it's quality. I hear from my friends that all the other buildings under Morgan properties management are the same story. Indeed a colleague of mine used to live at Carlyle and in her last year of stay, it was acquired by Morgan. You can guess the rest :)
My take from seeing different commercially owned places in Charles Village is that they are Ok (but expensive) if you are planning to take a studio, but definitely not worth it for a one bedroom.

You got that right - Morgan manages Ross Ridge and Towson Commons and if you check their reviews they have gone down the bemus too!
