I moved out of Promenade recently, but I enjoyed my time there. The best part about it was the management and staff. I never had any major problems in the apartment, but for minor things, maintenance was quick and painless after a telephone call. The apartment itself was standard, and the in-unit washer/dryer helped a lot. When I moved out, though, it seemed that major renovations were underway, so apartments might be nicer in the future.
The facilities were also decent, though not ultra-luxury. The fitness room needs updating, as the treadmills and weight machines are getting old. The complex is located in posh Harbor East next to a Whole Foods. Safety, which is often an issue in Baltimore, was not a problem at all there. On the other hand, the stores and restaurants in the area are incredibly expensive, so the average renter may not be able to enjoy them much. Finally, public transportation is almost non-existent.

how is the noise level in the promenade? Are you able to hear your neighbors ie thin walls? Is there a lot of street noise?
