Noisy and not safe

I am a resident on 16 floors in one bed room apartment. I have been here for 8 months and my rent will be finished end of Aug. I am looking for moving out of this crazy Apt. There are a lot of parties in the yard. I am an internal medicine resident. I need quit place for rest and study but this Apt is not such a place. Almost everyday they have party in yard, they loud scrim, laugh, loud music and they drunk. They are not a resident of this apartment and they drunk at end of party for this reasons it is not a safe place especially in elevator with bunch of drunk people. I had an experience. One night one drunk guy came and knocked the door and he was looking for party room.
