A safe secure place, but management is lacking

I've lived here for a year now and actually can say that I've enjoyed most of it. The facility is nice, the gym is very nice with individual LCD TVs on every treadmill and/or elliptical runner. The gym is also large by many standards, but with 300 apartment and condos now mostly full, it is getting crowded.
The apartments themselves are nice and I have not had any major problems. It did take a while to have some repairs done, but they were not major so it did not matter too much to me.
The management however puts out all sorts of rules but does not enforce them. There are a few residents, and even condo owners that are running amuck. I live on the inside so don't hear much construction noise, instead I have the noise from the pool terrace, which has not been bad until about the last 3-4 months. We have drunk residents swimming in the middle of the night, loud parties at the pool and people illegally parking in the indoor garage and no enforcement of the rules. Since I payu a premium for parking, I think I should be able to get a spot without losing it to someone illegally parked. I have complained, but the cars are still there.
I must say when we had Blake as our concierge, he was great. Very friendly and willing to go the extra mile with a smile on his face. The new concierge, not Blake, sucks. I called to complain about the noise on the pool deck where no music is allowed anyway and I got a "So what" non response. I had to threaten to call the police before I got any action. That is unacceptable in my opinion. I did complain to the management and the new concierge still works here and I still have problems with late night swimmers.
I probably call security once a week for something or the other, but never for real security issues. The place is pretty secure with controlled access into the building and into the garage. Since the city has placed "waterfront guides" all over the waterfront, the concern about street folks has gone down. Just yesterday within 2 seconds of being pan handled in front of whole foods grocery store, a security guard asked him to move along. But don't leave your car outside especially with any goods showing, like a CD or even a pen, they will smash your window and they will steal your stuff. Check the crime, it is here outside of the building, despite all of the security.
The location is excellent and the whole foods is 2 seconds away and inner harbor is a great place to run in the mornings. The waterfront is excellent and in demand by many. In my opinion, the apartments could get more money in rent if they controlled the residents and enforced the rules better.
